HAVE YOU APPLIED FOR A CONNECTION REQUEST TO THE ENERGY DISTRIBUTION GRID IN AN AREA WHERE THERE IS NONE, AND YOU DON NOT KNOW WHAT FOLLOWS?
HERE'S HOW YOUR REQUEST IS APPROVED IN 7 STEPS:
According to:
• electricity and gas law no.123 / 2012;
• Regulation on connecting users to electricity networks;
• methodology for evaluating investment financing conditions for electrification of villages or for expanding electricity distribution networks, approved by Order of the National Authority for Energy Regulation no. 75/2013.
Steps on solving your application connection in areas where there is no electrical grid Low voltage distribution (distance from the existing network to limit the applicant's property is more than 100 m) are:
Step 1 - Operator Distribution (OD) informs the applicant if the area is included in the development plan of the Electricity Distribution Network (EDN), which is the timetable for the works.
Step 2 - If not demarches were made to expand the network in the area, OD wrotes informs local and central public authority for the purpose submit an application and supporting documentation provided in the aforementioned Methodology. The letter is sent for information to the applicant also.
Step 3 - The public authority provides the operator distribution (OD) the application and supporting documentation containing the following documents:
A) General Urban Plan of the town in force, presenting equipping existing urban development and its proposals (written and drawn parts).
B) zonal urban plan in force for the area where the proposed expansion of RED, presenting equipping existing urban and proposals for its development, including power grids to ensure necessary consumption (written and drawn parts).
C) land ownership documents to be placed on RED, land owned by the state or the administrative - territorial.
D) Minutes of trace (bornare) public roads and other land that will be placed RED.
E) Building permits or certificates for urban housing developments issued for the area where electrification or extension request RED.
F) Detailed presentation of the degree of existing and future development (Annex 1) of the town or area, including the following information:
• existing housing shoulder, under construction or building permits within validity;
• the final number of homes in the area;
• number of users other than households, the specification of consumption, if applicable;
• timing the number of users corresponding stages of completion of construction of housing or other purposes;
• documented data on the total power necessary phased development of the area and power finals, both for domestic consumption, and, if applicable, for non-household consumption, if the public authority holds this data.
Step 4 - distribution operator issues within 60 days feasibility study and evaluates the investments in terms of economic efficiency.
The works are deemed economically efficient if the output indicator qualify: 0 Net present value and payback period of 20 years (in which case the obligation of OD has total funding of the investment).
Work IS NOT considered cost-effective if at least one of the two indicators is not appropriate, in which case OD is required to finance only economically efficient investment value (IEF) qualify for both indicators. The difference between the total investment and investment efficiency (itot - Ief) is co-participation of the public authority to finance the works. In this case sets OD RED works in the neighborhood and works Ief corresponding value corresponding value itot - Ief and to be funded by the public authority.
Step 5 - The distribution operator informs ANRE and transmits the response by the public authority on the results of the feasibility study and proposal of co-participation of the public authority to finance the investment required.
OD forward to ANRE within 90 days of the submission of complete documentation accompanied by a valid information on the results of the analysis. Subsequently inform ANRE, convey OD public authority within 90 days after filing a notice accompanied by full documentation containing:
• The results of the feasibility study or technical solution, the values obtained for itot and Ief - if any;
• The works corresponding to the value and the corresponding value Ief itot - Ief, if any;
• The indicative timetable for carrying out the work;
• The proposal to participate in accordance with the Law on financing the works concerned with the amount of difference itot - Ief, and information on the next steps;
• The mention of bearing the expenses incurred by the public authority for the feasibility study of complicity in the case of non-acceptance of the proposal to finance the work.
Step 6 - Placing in the investment plans of distribution operator and local authorities.
Following the submission of the notification by OD, within maximum 60 days, the public authority examines proposal for co-participation in the financing and, if accepted, the forward OD a confirmation letter in this regard, which constitutes a firm commitment ensure co-work.
Co-participation in the financing of public authority work is done by contract funding between public authority and OD, which will contain:
A) The amounts and timing of payment of co-financing contributions;
B) The timetable for delivery of the works;
C) The board joint public authority - which will establish OD share ownership of fixed assets.
Values of investments for electrification are introduced by the OD in the annual investment program in chronological order, giving priority to non-electrified villages where there are homes built or under construction or with building permits in the period of validity. OD written communication skills required in the public authority including original investment program annually and / or development plan / medium term plan, specifying the timetable for the works.
Step 7 - Making of the electrification works / expansion, operation and maintenance
For the design and execution of electrification / RED extension, the public authority and OD together a contract concluded with an economic operator certified compliance with requirements of legislation on public procurement of works.
Note: If the public authority does not consider satisfactory the timetable for the works, communicated by the OD, and decides to fully fund the investment value itot, this is done by the public authority as holder of investment with the legal provisions in force . In this case, the work is performed based on a technical and economic documents approved by OD.
When completed public authority OD teach electrical network through any method stipulated in methodology regulating the conditions for the takeover of power capacities of electricity distribution, approved by ANRE Order no.31 / 2013. DO take over the electrical network in terms of economic efficiency (IEF).
